RITE Human Trafficking Indicator Tool for Foreign Domestic Wokers

RITE (Refuge, Innovation, Technology, Equality) Tool utilises technology and delivers innovative solutions to pressing human-trafficking issues. RITE Tool will be the first right step, to promote access to justice and provide safe refuge for victims of Human Trafficking among Foreign Domestic Workers.

RITE, co-designed/partnered with Equal Justice HK, is a LegalTech Tool that helps caseworkers identify potential victims of human trafficking based on the operational indicators of the Palermo Protocol. It also provides possible breach and causes of action under Hong Kong Jurisdiction.

Our tool is based on a Delphi survey implemented by the International Labour Organization and the European Commission that provides operational indicators for Human Trafficking on the Palermo Protocol (also known as “Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children (2000). Four sets of operational indicators for adult and child victims of trafficking for labour and sexual exploitation were developed, each with 6 dimensions :

Deceptive recruitment (10 indicators),
Coercive recruitment (10 indicators),
Recruitment by abuse of vulnerability (10 indicators),
Exploitative conditions of work (9 indicators),
Coercion at destination (15 indicators),
Abuse of vulnerability at destination (7 indicators).

Each indicator can translate to more than one question. We tailored the questions for caseworkers who deal with Foreign Domestic Workers’ claims, in partnership with Equal Justice Hong Kong.
